(EDP) with broad stakeholder involvement. It is outward-looking and embraces a broad view of innovation, including but not limited to technology-driven approaches, supported by effective monitoring mechanisms.<\/p>\n<p style=\"text-align: justify;\">Kosovo registered with the Smart Specialization Platform (S3P) in September 2018.<\/p>\n<p style=\"text-align: justify;\">The Smart Specialization Process (S3) is currently in preparation. Once launched, the Kosovo S3 process will follow the Joint Research Center (JRC) methodological framework for intelligent specialization in EU enlargement and neighboring countries. A task force to prepare the S3 process was launched.<br \/>Kosovo drafted its original Innovation Strategy in 2012. In 2018, a new innovation law was discussed in parliament and an updated national innovation strategy was drafted. Furthermore, Kosovo has an Information Technology Strategy which focuses, among other topics, on innovation (OECD).<\/p>\n<p style=\"text-align: justify;\">Further, a new Ministry of Innovation and Entrepreneurship was established in 2017. The design of the Information Technology Strategy was supported by German and Norwegian technical cooperation.<\/p>\n<p>In April 2018, a comprehensive training on S3 with the focus on the entrepreneurial discovery process (EDP) was organised in Ljubljana. Participants were presented with good practice examples and trained on how to prepare the EDP and its major steps, what challenges to expect, and how to overcome them.<br \/>\nIn November 2018, a TAIEX workshop on smart specialisation took place in Brussels. During the workshop, good practice examples from the EU and the Western Balkans on how to organise the mapping process and the EDP and how to monitor smart specialisation were introduced.<\/p>\n<p>Kosovo is covered by the Technology Transfer Capacity Building in the Western Balkans (EU4Tech) project funded by DG NEAR. This project aims at enhancing technology transfer, contract research, management of science parks and incubators, financial instruments for technology transfer, and investor readiness.<\/p>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default fusion-toggle-no-divider\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\"><a aria-expanded=\"false\" aria-controls=\"f2a1ebf78d40f7d0e\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-1970-1\" data-target=\"#f2a1ebf78d40f7d0e\" href=\"#f2a1ebf78d40f7d0e\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">Analysis of Economic, Scientific and Innovative Potential<\/span><\/a><\/h4><\/div><div id=\"f2a1ebf78d40f7d0e\" class=\"panel-collapse collapse \"><div class=\"panel-body toggle-content fusion-clearfix\">\n<p>The upcoming mapping phase will most likely be challenging because most statistical data is not available in Kosovo. During the quantitative mapping phase, therefore, new and innovative ways of measuring and assessing the economic, scientific and innovative potential of regions and sectors will have to be developed and applied. Wide-ranging technical assistance will be necessary to compensate for the absence of relevant statistical data.<\/p>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default fusion-toggle-no-divider\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\"><a aria-expanded=\"false\" aria-controls=\"5de4f9cf10e0544ca\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-1970-1\" data-target=\"#5de4f9cf10e0544ca\" href=\"#5de4f9cf10e0544ca\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">Stakeholder Dialogue<\/span><\/a><\/h4><\/div><div id=\"5de4f9cf10e0544ca\" class=\"panel-collapse collapse \"><div class=\"panel-body toggle-content fusion-clearfix\">\n<p>The entrepreneurial discovery process (EDP) will start after the mapping phase. However, since Kosovo is still preparing the smart specialisation process in its entirety, the EDP cannot yet be scheduled with certainty, especially since the mapping phase will probably have to include extensive work on producing data that does not yet exist in Kosovo.<\/p>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default fusion-toggle-no-divider\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\"><a aria-expanded=\"false\" aria-controls=\"b15c95f11d6585f53\" role=\"button\" data-toggle=\"collapse\" data-parent=\"#accordion-1970-1\" data-target=\"#b15c95f11d6585f53\" href=\"#b15c95f11d6585f53\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">Institutional Capacity for the S3 Implementation<\/span><\/a><\/h4><\/div><div id=\"b15c95f11d6585f53\" class=\"panel-collapse collapse \"><div class=\"panel-body toggle-content fusion-clearfix\">\n<p>According to the OECD, Kosovo&#8217;s governance capacities in science, technology and innovation policy are marked by a lack of overall coordination and strategies and missing innovation agency. Participants were presented with good practice examples and trained on how to prepare the EDP and its major steps, what challenges to expect, and how to overcome them.<br \/>\nIn November 2018, a TAIEX workshop on smart specialisation took place in Brussels. During the workshop, good practice examples from the EU and the Western Balkans on how to organise the mapping process and the EDP and how to monitor smart specialisation were introduced.<\/p>\n<p>Kosovo is covered by the Technology Transfer Capacity Building in the Western Balkans (EU4Tech) project funded by DG NEAR. However, since Kosovo is still preparing the smart specialisation process in its entirety, the EDP cannot yet be scheduled with certainty, especially since the mapping phase will probably have to include extensive work on producing data that does not yet exist in Kosovo.<\/p>\n<\/div><\/div><\/div><div class=\"fusion-panel panel-default\"><div class=\"panel-heading\"><h4 class=\"panel-title toggle\"><a aria-expanded=\"false\" aria-controls=\"f33ce26852ffba770\" role=\"button\" data-toggle=\"collapse\" data-target=\"#f33ce26852ffba770\" href=\"#f33ce26852ffba770\"><span class=\"fusion-toggle-icon-wrapper\" aria-hidden=\"true\"><i class=\"fa-fusion-box\" aria-hidden=\"true\"><\/i><\/span><span class=\"fusion-toggle-heading\">Institutional Capacity for the S3 Implementation<\/span><\/a><\/h4><\/div><div id=\"f33ce26852ffba770\" class=\"panel-collapse collapse \"><div class=\"panel-body toggle-content fusion-clearfix\">\n<p>According to the OECD, Kosovo&#8217;s governance capacities in science, technology and innovation policy are marked by a lack of overall coordination and strategies and missing innovation agency.
